For Candidates

I am interested in filing for office, how can I do this?
Candidates for federal and state offices must file with the Nebraska Secretary of State's Office, Election Division, 1221 N Street, Suite 103, Lincoln, NE 68508. Phone (402) 471-2555. The filing fees for these offices are paid to the Nebraska Secretary of State. Federal and state office filings also require the filing of a financial interest form with the Nebraska Accountability and Disclosure Commission. Candidates for local races in Hall County must file with the Hall County Election Commission's office, 121 S. Pine Street, Grand Island, NE. Phone (308) 385-5085. The filing fees for county offices are paid to the Hall County Election Commission. The filing fees for city or village offices are paid to the respective city or village with a receipt provided to the Hall County Election Commission at the time of filing. Candidates for county offices must also file a financial interest form with the Nebraska Accountability and Disclosure Commission.

When can I file? Is there a filing deadline?
Filing opens January 5, 2024.

The filing deadlines are:
February 15, 2024 for an incumbent and March 1, 2024 for a non-incumbent filing for the May 14, 2024 primary election. Federal, state, city and most county races are on both the primary election ballot and the general election ballot, including the Hall County Airport Authority race. These races are subject to the Feb. 15 and March 1 filing deadlines.

July 15, 2024 for an incumbent and August 1, 2024 for a non-incumbent filing for races only on the November 5, 2024 general election ballot. General election only races include Hall County Weed Board, Cairo Village Board, Alda Village Board, and Doniphan Village Board.

What are the fundraising regulations?

In general, when a candidate raises or spends more than $5,000 (including the candidate's own money) in a calendar year on a campaign, then campaign financial reporting is required. That filing begins with a Statement of Organization form (Form A-1) to identify the candidate or campaign committee, the campaign treasurer and the campaign address. The filing fee is $100 and is paid and filed with the Nebraska Accountability and Disclosure Commission, PO Box 95086, Lincoln, NE, 68509 or www.nadc.nebraska.gov.

Many candidates for paid offices will also be required to file a Statement of Financial Interests (Form C-1) with the Nebraska Accountability and Disclosure Commission. See the form and requirements here.

Where can I get a list of voters and what is the cost?

The Hall County Election Office can provide an electronic voter list to candidates or election campaigns. Please allow at least 48 hours for processing.

The cost for an electronic list is $25 for a list of up to 2,500 names or $50 for a list of 2,501 names or more - plus the cost of a USB drive provided by the Hall County Election Office. The thumb drive cost during 2022 was $6. Electronic lists are available only on a thumb drive purchased from the Election Office due to security. Voter lists may not be emailed and may not be posted on any website. Obtaining the electronic list requires signing an oath for lawful usage. Unlawful usage is subject to a Class IV felony.

Candidates/committees requesting voter list data will be asked to specify the election district (legislative district, county commissioner, city ward, school board ward, etc.) or precinct information that is desired. Please keep in mind that voter rolls change on a daily basis, so you may want to wait until near your planned mailing or campaign to obtain a voter list.

What are the sign regulations?

There is no regulation on when campaign signs can be placed or when they need to be removed, however where signs can be placed is regulated.

Campaign signs are prohibited within 200 feet of an active polling site. Polling sites are active on Election Day from 8 a.m. to 8 p.m. and the Hall County Administration Building serves as an active polling site one month in advance of each election.

The Nebraska Department of Roads regulates signs along state highways and roads. The City of Grand Island regulates signs in Grand Island city limits and two miles surrounding city limits. The yard sign regulations in Grand Island are:

§31-33. Free Standing Yard Signs (1) Free Standing Yard signs shall be free standing and shall not be in excess of fifteen (15) square feet in size.
(2) Free Standing Yard signs shall be exempt from Section 31-5 Permits.
(3) Free Standing Yard signs shall not be allowed on any public property or right-of-way.
(4) Free Standing Yard signs at street intersections shall not be placed within the triangle formed by the adjacent property lines of the two intersecting streets and the line joining points thirty (30) feet distant along property lines from their point of intersection.
(5) It shall be unlawful to erect free standing yard signs at any time in violation of the Grand Island City Code.
(6) The Chief Building Official, or his/her designee, shall be authorized to seize and remove all signs in violation of this section, and dispose of the same without notice.
(7) The city clerk shall provide copies of this section of the Grand Island City Code to the Hall County Election Commission for distribution to all candidates for political office and persons using political free standing yard signs within zoning jurisdiction of the City of Grand Island, or other interested persons.
(8) Free Standing Yard signs utilized to advertise an event shall be removed no later than five (5) days after the event.
